Zoning: According to the appraisal report the site is currently zoned Multi-family residential with land use as Vacant
Residential. The City of Largo Planning and Permitting Dept. said all they have is expired permits from 2005 and
2006 for an entrance wall and infrastructure.
Utilities: Appear to be extended to the perimeter of the site.
The property was formerly used as a construction and demolition debris solid waste
disposal facility in connection with construction activities in the area. The Florida
Department of Environmental Protection issued a Permit to the former developer,
Lexington Homes, Inc., to allow the development of the Whitney Place Townhomes
project on the waste disposal area. The FDEP Permit expires on April 6, 2012, and a
renewal permit can be obtained from the Department of Environmental Protection for
this project. Based upon preliminary discussions with the Department (and the favorable
regulatory climate to encourage new development), the Department has indicated it is
willing to renew or re-issue the Permit to a new project developer with the same terms
and conditions as the original Permit. The current property owner has entered into a
Settlement Agreement with the Department to implement the groundwater and landfill
gas monitoring requirements of the FDEP Permit. Copies of the FDEP Permit and the
